Pastors rarely stay at one church for the duration of their ministry. Sometimes God leads another church to call them to a new place of ministry. Sometimes their current ministry environment is neither good for the pastor nor the church and change is needed. And yes, some pastors (erroneously) view churches as rungs on a ladder to climb.
